Senior Assistant Secretary
The Administration Division is entrusted with the establishment work and general administration matters of the State Ministry of Coconut, Kithul, Palmyrah Cultivation Promotion and Related Industrial Product Manufacturing & Export Diversification. The Division is headed by the Senior Assistant Secretary (Admin).
The following activities are handled by the Administration Division:
- Distribution of all Letters received (from other institutions, officers, individuals and all divisions of this office) among divisions.
- Overall administration of the State Ministry.
- Management of human resources in the State Ministry.
- Updating of the Website.
- Dealing with matters pertaining to appeals made under Right to Information Act No. 12 of 2016 in the cases where the State Ministry is the Common Authority.
- Maintenance of the updated data on the cadre and vacancies of the Institutions / Statutory boards (Coconut Cultivation Board, Coconut Research Institute, Coconut Development Authority, Chilaw Plantations Limited, Kurunegala Plantations Limited, Palmyrah Development Board and Kithul Development Board) over which the State Ministry is the Appointing Authority.
- This Division handles Appointments and Promotions as per approved Service Minutes, Schemes of Recruitment, Schemes of Promotion of the Institutions / Statutory boards (Coconut Cultivation Board, Coconut Research Institute, Coconut Development Authority, Chilaw Plantations Limited, Kurunegala Plantations Limited, Palmyrah Development Board and Kithul Development Board) over which the State Ministry is the Appointing Authority.
- This Division handles case of appeals and the disciplinary matters involving the officers coming under the scope of the State Ministry.
- Preparation / Submission of reports with observations on cases filed in the Supreme Court and Appearing before the relevant authorities on behalf of State Ministry.

In line with the present Government's “Vision for Prosperity” policy framework, the Government Extraordinary Gazette Notification No. 2194/74 dated 25th September 2020 states, “Coconut, Kitul and State Ministry of Palm Cultivation Promotion and Related Industrial Products Production and Export Diversification ” Variety of value-added products through research methods, new technological tools and optimal land use
Accordingly, improving the productivity of existing coconut plantations and promoting coconut cultivation in the areas where coconut is not currently cultivated and promoting intercropping, with a focus on building a people-centered economy in line with the Government Policy Framework with the support of all institutions under the Ministry of State Increasing the productivity of coconut lands by encouraging growers, promoting the coconut, palmyrah and kithul industries and diversifying products through value addition, directing research to product exports

Objectives of the Ministry
Under the Strategic Framework 2021-2025 prepared by the Ministry in line with the “Vision of Prosperity” policy framework;
Improving the productivity of existing coconut plantations and increasing the productivity of coconut lands by promoting coconut cultivation in areas where coconut is not currently cultivated and encouraging growers to cultivate intercrops.

Functions of the Planning Branch
- Formulation of the Policies based on “Vision of Prosperity” Government policy framework and Sustainable Development Goals in short to long term and designing programs on the subjects under the scope of the Ministry.
- Provide guidelines to Prepare the Project Action Plans of the affiliates Institutes of the Ministry and introduce structural changes to build up the People-Centered Economy while promoting and uplifting the capacities on the optimum level in the Coconut, Kithul, and Palmyrah sector by prioritizing projects, programs required to achieve national targets.
- Coordinating and monitoring the projects and affiliates Institutes to achieve the desired targets and achieved the expected output of the projects and continuous evaluation to ensure the projects to achieving the desired outcome and diminish obstacles.
- Preparation of Reports to ensure transparency for all stakeholders and general related to commitments and functions of the Ministry.
- Coordinating the progress of the Rural Economic Development Programs, PSTF on the Rural Development Committees.
